Rose would describe herself as “An Old-fashioned, Italian Catholic, die-hard Yankee fan”. Born and raised in New Jersey and New York. She was surrounded by mom and dad, grandparents, a lot of aunts and uncles, and Catholic nuns and priests. She has a Strong traditional God centered values and a tradition of helping others plus saying it like it is without mincing words, a foundation that she has not deviated from. She has raised 3 children and now has 4 grandchildren in addition to several hundred children that she has advocated for over the past 40 years She has been married to her husband Rick for 39 years.  There are several words and phrases that best describe Rose. She scores high in honesty, integrity, humor and a loving heart; has an amazing ability to connect with others in their problems with education for their children and teens.  She has always said that there is no bad child only troubled ones and that Education is a life long process.

I have been advocating, working and studying constantly I have, for 40 years, worked with parents, children, teens, trustees, administrators, organizations and the US Government in all areas to make sure that the education of our children comes first and foremost and that the education of our children/teens be the best it can be.

Education is not just the academics of a child but also, Behavioral, Social, Emotional, Mental and Physical well being of a child, K-12, as described by Federal Educational Law. It is the "whole picture" of the success of each and every child. It is working with numerous people who influence our children in many different ways so they will succeed.

It also means to understand, totally and completely, how construction, purchasing, accounting, professional development, food services, personnel, budgets and other departments,to have them work together to make the educational value of the child, sound, solid and comprehensive in all areas of the "total picture" of the child and their needs, either to enter College or the Vocation of their choice.

I have never bowed to anyone concerning negotiating or compromising on any issue. To do so means, that you are giving up something so you can have something else. When in doing this, and in reality, the child needs are not being met. Giving up one thing that the child or teen needs in school means that you have to give up something to get something else....the child or teen needs both. 

MICRO-MANAGE THIS DISTRICT - as a Trustee, we need to Micro Manage this District, once and for all. This is not what Trustees are suppose to do but due to the severe problems of the District and all it's department, it would take a person, like myself, with all the knowledge, education and experience of all departments, to scrutinize and micro manage the District until we get out of this mess we are in.

FORENSIC AUDIT - We need to start with a Forensic Audit of all Departments. After reviewing the Purchasing contracts, change orders, regular contracts of all sorts, for 14 years, it is evident a lot is amiss with the monies. The shenanigans of the School District will stop when I become the Trustee for District B.   A Forensic Audit will bring forth more money that would be used for the students and the teachers.

THE "TRUSTER HAS BEEN BROKEN" - I make no bones about telling someone to pack their bags and leave and to file charges, with documentation. to prove my allegations against them are valid and that they never work in Education ever again. It is time for the Trustees to take on this responsibility which they have never done before. It is time to bring the hammer down on some choice people that deserve this treatment.  As a Trustee we need to not believe everything we hear from the Administrators but to check everything out before voting on anything.  Half truths are really lies.

THE PRESENT LEVELS OF PERFORMANCE will be done on all students in my District so that the parents and the educators know exactly where their child stands academically. They will know if they are on track according to grade level and what the educational gap is that needs to be addressed, immediately, and I mean immediately!  Giving the test today to a 11th grader has been one of finding out that this 11th grader is on a 6th grade reading level or 8th grader in math.  The "Present Levels of Performance" actually tells the teacher and parents and student when they stopped learning and how to get them back up to grade level.  This is an invaluable tool for the teachers.

I am embarrassed about our State and School District in the educational and budgetary fields, so there was only one thing to do to stop this embarrassment, and that was to run for Trustee for District B to get things done and accomplished; to get goals met for the students; and the budget balanced. If we don’t have the money then the District will soon realize that we will not pay the bill. It was embarrassing to hear the over-site committee tell the Trustees we were $245 million in the hole, of which the Trustees had no idea about, and then have our CFO state he found $167 million plus another 14 million or more in the couch after hundreds of teachers and support staff were laid off. This is not a way to run a business never mind running a School District.  This problem was caused by the Trustees, who had no monitoring or accountability system of what should be paid or not paid and the reasons for it.  They have no way to find out if the budget for each line item was under or over budget BEFORE their votes for payment.  Now look at the mess we are in!

We can no longer tolerate the attitude of the District thinking they run the Trustees. The Trustees run the District by holding the Superintendent responsible for his actions and he as well holding the actions of others, under his employ, with consequences that are severe enough for them to take notice and that he means business.

We all know what the problems are with the School District but no one will stand up and have the guts to do something about it. We put it on Facebook and Twitter or report it in the media but no one does anything about it. I have for the last 14 years and I certainly will continue to do so as Trustee for District B.

My experience is in:  I know this is very long....but when you are 65 and dedicated to education, there is a lot I have learned, know and have been educated in.  Be informed before you vote!  This web site www.voteforrosemoore.com gives you just the basics of what I know.

Construction – Administrative Assistant to the President – knowledge of contracts, purchase orders, change orders, retention's, lien releases, insurance etc. From underground to the roof, landscaping, security, charge backs, coding and sub-coding, supplies, salaries, health plans, insurance for on-site work, vendors, architectures and inspectors, plus so much more.   Within this area I have found that charge backs to Architects that make these enormous errors are not being charged back.  This has got to stop and hold them accountable for their errors plus the cost of their errors to fix what never should have been broken in the first place.  We have to stop the incompetence of our Contractors, Inspectors and Vendors.

Accounting: Accounts Payable, Accounts Receivable, and Budget control in part and in whole. Profit and Lose statements, reconciliation including Individual line item control of budget.  When reconciliation of the accounts/budget, per line item is not balanced then this proves that the Accounting department is not doing its job.  This  means less money for your Students and Teacher.  When our CF.

Budgets: Monitoring, accountability and balance of the budget at each step of the way.   As an owner and operator and employee of numerous business' the budget was balance each day.  At present the Budget is not complete for anyway to read where we are at on each line item.  This has to be done daily.

Educational Consultant - I have written more IEP’s and Behavior Modification Plans and been to more IEP’s, 504’s, and Manifestation Meetings and Hearings than I can count after doing this for over 40 years all over the U.S.  Knowing how to do this system, from beginning to end saves the District a lot of money.  Our Special Needs Students and lack of monitoring of the budget has caused our Special Needs kids to fall through the cracks and some never to be found again.

Up-to-date on all Educational Law concerning Disabled Students.  This needs to be done each day to make sure that all laws are adhered to and in compliance to.  We have way too many attorneys in this District just to cover the rear ends of he district....it should be to protect the rights of all students.

Truancy Specialist K-12 – I have extensive experience in bringing down truancy to 98% for all schools.  I have attended and worked with states that had Truancy problems and certain agencies that have brought the truancy rate down considerably: from Thousands Oaks, California to Washington State.

Professional Development Analysist: Review courses for Teachers to become "Highly Qualified".  As President of the Nevada Learning Disability Association of America, I put on a seminar of 3000 people and teacher's, only to find out that the seminars that teachers would sign up for they would not attend at all, sign in, walk out and and come back to sign out and then receive Professional Development credit. No testing was given to the participants to see if they learned anything or how they would use a particular seminar in their classrooms.

Specialist in Resources for all students to succeed in school.  Here in this District we have not checked out the credentials or the resource to see if it is up to date and beneficial to our students nor to check if they are Research Based.

I know everything about the district in regards to forms that need to be filed so the child gets the services they need both disabled, non-disabled and gifted with local, state and federal agencies.  I know who to complain to get these things corrected to help our students.  This is on the local, state and Federal Levels.

I can Read and do an Analysis on all Observations, Testing and Evaluations concerning the diagnosis of certain disabilities for accuracy through numerous state licensed and endorsed School Psychologists and School Psychiatrists concerning disabled and non-disabled students.  I find a lot of errors on the school Psycholgoist work which greatly affects our children.

I Know how certain Medications affect the students with any particular diagnosis that interferes with learning.  I have many Doctors and Pharmacists that help me review these medications for complete accuracy.

I Know all the Policy and Procedures of the District and which needs to be changed immediately for the benefit of the child or teen.

I Know all about Governance Policies of the Trustees that need to be closely monitored and Trustees held accountable for their actions and votes. I have seen how they are changed so often to cover their mistakes and the mistakes of others.

I will attend all meetings of the Trustees and the District and be on time and not leave early and report everything to the parents and the public through my newsletters, meetings.  The Rose Moore Show is not under the Clark County School District at all but independently owned by another company.  All statements made by myself and others about any school district besides Clark County School District,  is being broadcaster as a Stakeholder and a  private citizen.

I will take my experience, knowledge and education to teach other Trustees in how to “Look at the whole picture of the Child and the District plus outside/inside resources.”  I believe that all trustees need more knowledge of the CCSD to make a more solid, sound and comprehensive vote in behalf of our students.

I will have a Forensic Audit done on each department which will be solid, sound and comprehensive….once and for all, by a Forensic Auditor that the District does not know.

I will have a complete inventory audit report done on all departments of what is being used and not being used, and what did not need to be bought so we can return the item or back-charge Departments or individuals.

I will have my own "Kitchen Cabinet", of people that have knowledge, experience and education in the appropriate fields to give us all guidance on the in-s and out’s of the school district. They will be my eyes and ears- just like they do now. Superintendent Jones has a cabinet and so will I.

I will make sure we have PTSA's in all schools.  At present, according the Nevada PTA, out of approximately 53 schools in District B, we only have only 11 schools that have a PTA.  This leaves a lot of Parents and Teachers out in the cold.  I believe, that including Students in the PT(s) A's will give us more insight into what is going on at their particular school so we can correct it immediately and listen to their concerns on any issue.

I will have a monthly meetings within District B, in the evening, for parents /  guardians / teacher's / students and admin. to talk about their children’s education as well as any problems and Kudo’s that need to be stated by the parents.  At present the Clark County School District Trustees Board of Education has two meetings a month, where as, only 3 minutes to speak on Agenda Items and 2 minutes of non-agenda items (of which on the Non-agenda the Trustees can not and will not respond to the public's comments). Right now your trustee, Chris Garvey does not have any monthly meetings at all, which leaves the parents, teachers and students out of the loop it comes to the education of their children.

I will have a monthly meeting with the "Partners in Education" on how their schools are doing and what needs to be done to help any school out with money, resources and services.  They will get to know exactly where the Budget is at for their information.  It will show the Partners in Education what we need to assist our students and teachers to succeed. 

I will have a monthly meeting with the Air Force and other military personnel concerning the Military families moving from one school to another or one state to another or from Country to County and not loose credits and to keep in step with their curriculum.

I will have a monthly meeting with Construction on what is being spent, what it is working and what it is not working and to balance their budget.  I would like to see the State take over this department.  At present too much money is is being spent on errors by the Architects, Engineers and Inspectors causing millions of dollars in money's that should not be spent.  The Forensic Audit and Inventory Audit report will prove my position.

I will have a bi-monthly meeting with the CFO to review all payments of any contracts, purchase orders, change orders, MOU, MOE, land acquisitions, sale of land and supplies, etc. of all departments inside and outside the District.  I believe that the District has its fingers in too many things that we should not be in.  We are here to educate our children and teens.
Concentration of the education of our children needs much more attention.

I will have a monthly meeting with the Grants Department to establish the reason for the Grants; "results" of all grants and the monitoring and accountability of the monies allocated for any individual grant. We need to see if we are using Research Based Grants and stop using our students for Guinea Pigs for those grants that are NOT research based grants.  At present the Trustees do NOT know the results of the Grants that they have approved for years and years.  They have no idea if they worked or not.  It will be mandatory for the Grant Department to give this to the trustees without them having to ask.

I will STOP Truancy by 95% with the assistance and cooperation of the School District, the Community, strip malls, retail stores, restaurants and the local police.  Doing so will keep our kids in school and not roaming the streets to do Drugs, Violence and Illegal Activities.  Kids can't learn if the are not in school.  Alternative schools will be initiated all over the CCSD. 

Closed Campus' - It is evident that the Closed Campus in not being adhered to at all.  Trustees have told me that this is not true.  The trustees have not been to the schools during the day and see kids off campus, at the malls, restaurants, etc.  I have.

I will meet once a month and work with the CCSD Security Police and have this Department Privatized with Local Category I Police Departments. At present the CCSD Police have "limited jurisdiction" whereas the Local police have to take over to complete the investigation and press charges against anyone person or group of people.  The Security Police have overstepped their legal bounds and their budgets and have been caught doing so.

I will have a monthly meeting with all the Indian Reservations Tribal Chiefs and come into compliance on their needs for helping their children and teens, including but not limited to. I will have a report done on all students in the Clark County School District to see who has Indian blood in them so they can receive their legal rights and monies owed to them.

I will have all background checks and drug tests randomly done a couple of times a year for all students, CCSD employees and CCSD administration. 

I will work with the Police and School District on the elimination of Drugs and Alcohol and violence in all our schools including students and all personnel. I was the only one in Nevada that was asked by President Bush and Margaret Spelling to attend the conference on Safety and Violence in our schools which was recorded on www.ed.gov with me speaking. Only 300 people were invited to attend this important conference.


Parent Participation:

At present the incumbent, Chris Garvey, does not have monthly meetings with the parents, of which causes the parents to be left out of the loop concerning their children's education.

I will work as hard as possible to have a PTA (PTS(student)A) in all schools.  At present, District B has hardly any PTA's (on a monthly basis) to let parents speak and work on projects that help their children succeed in school.   We have NO Special Education PTA's either which is a necessity for all disabled students.

The Rose Moore Show will be on Disabilities that affect learning and the last part is Q and A from the parents on what is going on in the District.   There will be call in’s or e-mail's read on the air and answered.  This will be in conjunction with Trustee monthly meetings, Trustee quarterly PAC meetings and "Have Coffee with Miss Rose" meetings.  No  other Trustee has this available to them ev en though I offered to have them on my show.

I will also have, for District B parents, a place, once a month where you can come and have coffee with me at a local restaurant and just sit and talk  about anything on your mind.  I will "listen" to you.

If a parent feels it is necessary for me to attend an IEP meeting with them, in District B, you will be able to just call and I will set up an appointment with you and your school and I will go to the meeting with you to make sure all needs are met for the child as well as the teacher.

I will be setting up classes and seminars for parents to learn about the Legal aspect and Complaint Process when your child is not protected and what you need to do. At present when a parent wants to file charges against the District or file for a Due Process case they cannot find nor afford an attorney. This will change within the District so each comes into the court process on equal ground.

We will have a review of all Long-Term substitutes to be "Highly Qualified".  Substitutes, if more than 4 weeks in one classroom, parents can remove their child or teen from a class that is not taught by a "Highly Qualified teacher" for the betterment of their child’s education.

CADRE -  I am a Certified Mediator for IEP meetings and Due Process, Manifestation hearings, or any other meetings to find resolutions to solve problems before it goes to court.

Nevada Watch Dog - Recover Act/Stimulus Money - I have reported to the Federal Government/Department of Education and the Justice Department  numerous findings on Stimulus money that was missing, misused and misappropriated.  Along with the documentation was also sent Tape Recordings and Video Recordings which have been published with the findings in www.gov.net.
